The construction of administrative efficiency is the core issue to realize the decentralization of government and its functions. In early 2017，with the goal of establishing a service-oriented government，Xi'an municipality has successively carried out the “four-checklists and one net”，“once for one issue” and “do it immediately” and other major reform measures，and made unremitting efforts to promote the efficiency of governance and the standardization of government services，achieving a substantial increase in administrative efficiency and receiving the support from people. Xi'an has made useful explorations in the field of efficiency construction and summarized useful experience of administrative efficiency construction so as to provide an effective reference for future research and practice.
