建设生态文明，必须建立系统完整的生态文明制度体系，用制度保障生态文明建设。陕西省通过不断完善生态文明建设的法规体系、创新生态文明行政管理体制机制、构建推进生态文明建设的市场机制、构建生态环境建设区域合作机制和区域联防联控机制等，不断构建科学系统的生态文明建设体制机制。但陕西省生态文明制度建设处于完善期，存在相关法规体系不完善，推进生态文明建设的市场机制不完善、市场手段运用不足，生态文明管理体制机制不健全，生态文明建设的社会公众参与制度不健全等问题。本文从健全法规体系，严格执法监管，不断完善生态文明建设的法律保障机制，进一步健全推进生态文明建设的市场机制，进一步发挥政府的主导作用和监督机制，完善社会公众参与生态文明建设的体制机制等方面提出健全陕西生态文明制度的对策。
<<Through constant improvement of the legal system of ecological civilization construction，Shaanxi Province has innovated the system and mechanism of ecological civilization administration，set up a market mechanism for promoting the construction of ecological civilization，established a regional cooperation mechanism for ecological environment and a joint prevention and control mechanism for regional defense，and constantly established the ecological system of scientificcivilization construction. However，the construction of ecological civilization system in Shaanxi Province is in a perfect stage. There are some defects in the relevant laws and regulations，imperfect market mechanism to promote the construction of ecological civilization，and inadequate use of market instruments，the imperfect system and mechanism of ecological civilization management. This article tries to find the way to perceive perfect legal system，strict law enforcement supervision，and constantly improve the legal protection of ecological civilization construction mechanism
