越南实行革新政策以来，经济发展迅速。而胡志明市作为越南的经济中心，伴随着越南的经济转型，在国家政策和地方政策的共同作用下，其产业升级和生产转型也尤为明显。为此，本文对越南和胡志明市的产业升级和经济转型过程进行了梳理，并对中央和地方政府发挥的作用进行了分析，最后对全文进行总结提出了对中国城市发展的启示。
<<Since the reform and renovation in 1986，Viet Nam has experienced the rapid and steady economic growth in the developing countries. As the economic center of Viet Nam，Ho Chi Minh City has also experienced the rapid economic growth and huge economic transformation with the productive transformation of Viet Nam. The central and local governments both play important roles during the process. Therefore，the paper analyzed and summarized the transformation process of Viet Nam and Ho Chi Minh City. Then we discussed the functions of central and local governments. In the end，some policy suggestions were proposed.
