As a complex geographical system，cities（especially large cities）are vulnerable to support various foreseeable and unforeseeable events，and any attacks of the natural calamities impact on the complex urban systems，including economy，social，environment and institution. The purpose of this paper is to explore the mechanisms of resisting various shocks and pressures of cities，as well as ways to build toughness of policies.
