In recent years，countries and regions have continuously deepened the cooperation between production and research，and actively promote the construction of scientific and technological innovation system to deal with the risks brought about by globalization. On the basis of distinguishing cooperation between industry with academia and industry with research community，this paper summarizes the ways and mechanisms of the production and research cooperation of different types of Tokyo and the key measures taken by Tokyo. On this basis，the author draws lessons from Tokyo 's production and research system，which will be a good reference to China's urban innovation.
