The innovation district has become a new model of American innovation. As an important innovation city in the United States，Philadelphia has accumulated rich experience in the development of innovation district. Based on the report of the Brookings Institution，the paper analyzed the main problems of the University City-Center City innovation district in Philadelphia. According to the recommendations of Brookings Institution，we summarized the enlightenments to China's innovation districts construction and some policy suggestions were proposed.
