<<As urbanization scale expands,people pay much attention to the scarcity of land and the attribute of goods as the carriers of urban and rural production and life. Eespecially with the exploration and innovation of rural collective land ownership system in the reform,collective land transfer is increasing annually,through corresponding process,that the contracted management right of rural lands has already been changed or the rural stock cooperative system is established and operated. Sichuan,as a province with large population and a big province of agriculture,how it establishes a long-term safety mechanism between rural land transfer and sustainable socioeconomic development,has a strong theoretical significance and practical value,through legal and institutional arrangements,fairly and legally allocating the benefits brought by the transfer of land,so as to safeguard the legitimate rights and interests of all parties
