Based on the construction of Chongqing city cultural center general-branch system，this paper analyzes the different paths of the construction of the general-branch system of cultural centers.Chongqing Cultural Center，according to the actual situation of different regions，explored the general-branch system with the county cultural centers as the “general center”，the town cultural stations as “branch”，the village （community） culture rooms as “subbranch”，and three different modes were formed：“Direct management mode”，“Assistant management mode” and “Extended service mode”.On the basis of the actual situation of the grassroots，under the influence of the general center，the system achieved “effective coverage，vertical and horizontal linkage” of regional public culture，and distinguished the general and branch from the management norms，service standards，and product supply，and finally realized the equitable development by standardized construction.
