“Pan-service problem” is a common problem among China's grassroots public cultural centers which has long been neglected.The existence of “pan-service problem” has complex system and institutional causes.In the process of the supply-side reform of grassroots cultural centers in our country，we should establish the concept of “big service subject” and “precision service”，change the way of setting up internal work department，establish a new museum system，set up cultural committee of cultural centers，and promote the financial，personnel，performance evaluation management system mechanism to transfer China's grass-roots cultural centers from the “pan-service” to “precision service”，so as to promote the grassroots cultural center supply-side reform and its future development.
