The realization of a comprehensive well-off and the great rejuvenation of the Chinese nation is the ideal and cultural well-being of the country that are closely related to every Chinese people.To achieve a great dream requires a strong spiritual strength.It should be concerned and studied that how to strengthen and improve the artistic production，optimize the performance of public services，play the spiritual torch role of art and culture，cultivate the cultural soil of the Chinese dream，and promote the construction of the socialist cultural power.This paper analyzes the reform and development of six cultural and artistic groups among the National Public Culture Policy Research Bases of Wuhan University，and points out that the supply-side reform of these artistic groups should be based on the optimization of the system supply and the improvement of the product supply.And the paper also puts forward some policy recommendations in order to promote the reform and development of the art groups in the new period，such as to clarify the responsibility of the regiment，optimize the mode of financial investment，promote the reform of the system and product supply，and strengthen the performance management .
