It is an important direction for the modernization of public cultural service management to explore and implement public cultural council system and make the society widely involved in public cultural governance.On the basis of field research，listening to report，referring to research materials and centralized discussion，this paper has carried on a comprehensive theoretical research to the domestic and foreign public culture council system，and elaborated the characteristics of advisory type council，decision-making council，decision-making supervisory council and other models，thereby suming up the nature and the role，value and function of public culture councils .Taking Sichuan Province as an example，this paper analyzes the problems in the process of exploring the current public cultural council system，such as the lack of top-level design，ambiguity of power and responsibility，system idling，lack of vitality，difficulty of breaking through the problems，and puts forward suggestions on the construction and optimization of the public culture council system.
