Based on the nationwide questionnaire survey of different communities，this paper analyzes the public cultural service participation，the evaluation and satisfaction of public cultural services and the expectation of public cultural service，and finds out some problems of public cultural participation，such as lack of capacity and motivation to provide public cultural services in community cultural service centers，the low quality of public participation，and the gap between the residents’ passion and the actual participation.To promote the participation of residents in public culture is a key link to improve the public cultural service system and protect citizens’ cultural rights，and it is necessary for residents，communities，cultural venues，the governments to make efforts and to take actions together.
