2016年以来,我国以构建现代公共文化服务体系为核心目标,制定出台了多种公共文化政策法规和建设规划,重点突出公共文化服务体系法制化构建、完善基层公共文化服务体系、确定“十三五”时期文化改革发展规划等内容。对实验基地的观察表明,实验基地公共文化机构受国家文化政策的导向和激励效应较其他机构更为明显,实验基地公共文化机构服务能力的提升快于其他机构,群众文化参与积极性有所提高,免费开放资金落实基本到位;与此同时,存在部分公共文化机构财政投入边际效益递减、地区间投入不均衡、文化产品格式化供给模式与居民自主选择型文化消费模型不相适应等问题。建议建立、完善供给侧制度端的政策法规体系,推动国家公共文化政策的贯彻落实,引导社会力量参与共建,创新公共文化服务体系建设的体制机制,优化财政投入理念和方式,加强财政资金的管理和监督,加强公共文化政策效应评估,探索建立新型评价机制与评价体系。
<<Since 2016,in order to construct a modern public cultural service system,the government has promulgated a series of public cultural policies and regulations,focusing on building a legalized public cultural service system,improving grassroots public cultural service system and strengthening grassroots cultural service capacity building,and determining the 13th five-year period of cultural development reform plan.The observation of public cultural policy experimental base indicates that,the public cultural institutions in the experimental base are more obvious and motivational than those of other institutions under the national cultural policies,of which service capacity is faster than that of other institutions.The activity of social participation in public cultural service has improved steadily,and the funds of free admission are basically available.And it also found that some institutions began to show diminishing marginal utility in public input and the format of the cultural products supply model did not adapt the cultural consumption model of citizen's own choice.It is recommended to further research and formulate the implement details of central government policies to achieve implementation,to guide the social forces to build,to innovate the mechanism system of public cultural service system,to optimize the concept and method of financial input.Meanwhile,to strengthen the input-output performance evaluation of public cultural institutions,and establish the rewards system which is performance evaluation results oriented.
