Based on the questionnaire investigation of the “Four New” enterprises，this paper summarizes the five main characteristics of the “Four New” economy in Shanghai and evaluates its economic performance through constructing the “Four New” economic development indicator system.The research holds that，Shanghai should further improve the supporting policy system of the “Four New” enterprises，thus relieving the pressure of enterprise operations.Shanghai should also enhance policy propaganda，simplify the application of preferential policies，accelerate the information sharing system construction，thus promoting the development of new modes and patterns，and explore the accessing system of the “Four New” economic development，leading the “Four New” economic development.
