In order to assess the situation of public integrity of the public officials at the grassroots level，this study conducted in-depth interviews and a survey research on small-size enterprises and public officials across 10 provinces in Eastern，Middle and Western Party of the country. According to the research，the government-business relationship has become cleaner，but there are still widespread minor corruptions，misconducts and inactions，which have caused problems for private enterprises，and the “close relationship” between the government and businesses has become unpopular. The main causes of these problems are the deficiencies with governmental supervision，management standardization，policy assessments and adjustments，and policy interpretation and so on. To solve these profound problems will facilitate the modernization of state governance system and ability.
