How to implement the “Two Responsibilities” for comprehensively strengthening party discipline？To answer this question needs integrate theory and practice. Based on a survey on the implementation of the “Two Responsibilities” by province-level organizations，this report finds that （1） since 2016，province-level organizations have made an overall progress in implementing the “Two Responsibilities”，but （2） there are still problems with perceptions and institutions of implementing the “Two Responsibilities.” Finally，this report provides advice for party organizations and party-discipline organizations at various levels：for implementing the “Two Responsibilities” for comprehensively strengthening party discipline，it is important to improve the level of personnel professionalization for party discipline inspection and administrative supervision.
