Pudong is the E-commerce comprehensive innovation practice area of China and important base of shanghai E-commerce. Pudong has the favorable terms of policy，industrial base and institution in developing e-commerce. It also has some problems in developing cross-border e-commerce and professional services of e-commerce. Government regulation pattern should be transformed urgently. In the future，in order to promote the development of e-commerce deeply，Pudong should facilitate the development of cross-border e-commerce，build international e-commerce activity center，form some influential e-commerce platform，perfect credit system，form multi-stakeholders governance mechanism.
