Pudong，as the first national New Area and Pilot Free Trade Zone，should play an important role in the construction of the “B&R” and promoting the market players launch overseas operations. This research analyzes the strategic position of Pudong in promoting of The Belt and Road construction，and shows Pudong present implementation situation in five aspects of investment and trade facility，financial openness and cooperation，interconnectivity cooperation，science and technology innovation cooperation，cultural exchanges and cooperation. Then it presents two enterprises of traditional manufacturing and emerging S&T innovation as cases to show how to “go-out” to participate in the “B&R”. Our enterprises would often encounter political risk，legal risk，economic risk and other multiple bottlenecks，so it’s essential for Pudong government to further implement national strategy and fulfill market demand，which would further highlight the FTZ radiation and exemplary role to serve as the “B&R” bridgehead and experimental field.
