The development of town has played an important role in the rapid urbanization in China. The town economy has become a necessary part of economic development，especially in Pudong New Area. Urban and rural economic structure appeared with the imbalanced development between city and countryside，and at the same time，the new population structure is formed，which means the immigration increased quickly. Research on comprehensive management of social security in Sanlin Town shows that all problems reflected mainly relates to the quality of population and the management services focusing on population. So we need to strengthen the service and management of immigration，in order to promote the rational and orderly integration of migrant population，to push the common development of urban and rural areas and to realize the coordinated development of the town economy.
