基于人才流跟随产业流、资金流的人才流动规律,承接用好随功能疏解外溢的首都人才智力,既是非首都功能疏解的核心任务,也是借机补齐河北“人才短板”的重要举措。本文在对河北承接北京人才智力现状进行调查评估的基础上,从五个方面剖析了问题根源:一是编制红线难以突破,二是职称评聘的“独木桥”现象和“天花板”效应,三是人才招录的“慢热”现象,四是平台建设滞后的重大缺陷,五是人才公共服务的致命短板。最后,有针对性地提出了打造首都人才智力集中承载地的对策思路。
