This paper analyzes the recent research from the three dimensions of the causes，characteristics and solutions of excess capacity. Compared to the early stage，it is found that although the recent research has a new breakthrough in depth and breadth，the research still stays at the macro level without focusing on the most important aspect of the productive capacity. Therefore，this paper hopes to analyze the current situation and existing problems of overcapacity in iron and steel industry of Hebei Province，and put forward policy recommendations suitable for the province’s situation.
