But the development of coastal areas is not ideal over the years，during the 12th five-year plan period，the GDP of coastal areas increased by 8.5% a year，below the expected target of 4 percentage points，decreased by 1.8 percentage points in the whole province proportion. Hebei province clearly pointed out that the coastal economy is the “short board” of regional economic development. At present，the establishment of the XiongAn will bring hebei into a new stage of development，which also provides great opportunities for the development of coastal areas.
