Over the last years，the opening-up level of Hebei Province has come down into the rank of middle and western provinces/cities. The “Beijing-Tianjin-Hebei collaborative development” provides such important strategic opportunities as industry flow-in and Xiongan New Area for the opening up of Hebei Province. With a view to taking advantage of opportunities of the “Beijing-Tianjin-Hebei collaborative development” to give an impetus to the opening up of Hebei Province，this paper puts forward the three moves of connecting reform & development of development zones with Beijing/Tianjin industry flow-in，building Xiongan New Area into a leading area of development driven by opening up，and taking advantage of China （Tianjin） Pilot Free Trade Zone to promote the opening up of the coastal area of Hebei Province.
