Beijing-Tianjin-Hebei collaborative integration is an important area coordination industry national development strategy. Based on years of citizen's scientific literacy survey data and the Beijing-Tianjin-Hebei economic and social development situation，the paper analyzed the current status of Beijing-Tianjin-Hebei area of citizen's scientific literacy and citizen's scientific quality in the critical role of coordinated development in the Beijing-Tianjin-Hebei. According to indicators such as the scientific input，we point out exists of several problems in Beijing，Tianjin and Hebei citizen's scientific literacy. In the end，we give five aspects to improve Beijing-Tianjin-Hebei，Citizen's scientific quality. There are upgrading science supply side level，strengthening across administrative coordination，similarity of Beijing-Tianjin-Hebei industrial layout characteristics，using advance Internet and big data science，promoting poverty.
