全面了解公民科学素质状况,是制定相关科普促进政策,促进中国文化建设,推动经济发展的关键依据。本文在对公民科学素质测评指标体系进行分析后,对比了美国、欧盟、英国、印度等国家和地区测评方法的差异,讨论如何基于项目反应理论来建设适合现阶段国情的公民科学素质测评方法。分析结果表明,在今后的公民科学素质测评过程中,可以尝试运用二维测评体系,采用分层的测度结构,专家设定与媒体词频相结合的方式确定问卷题目,并对测评结果进行分析,以在最大限度上满足中国公民科学素质调查的需要。

A comprehensive understanding of the scientific quality of citizens could provide the basis for the formulation of national economic and cultural construction. This paper analyzes the index system of citizens' scientific quality,and contrasts the differences of assessment methods in the United States,the European Union,Britain,India and other countries. Then,we make an exploratory study on the methods for evaluating scientific quality of citizens in China.
