Regional Science Popularization ability is the basis of civic scientific quality construction. With the increasing importance of the construction of all the people's scientific quality，the construction of regional popular science ability gradually is also getting more and more attention. Beijing will be built as a Scientific and Innovative center with global influence，which requires speeding up and advancing Science Popular comprehensively capacity，to sustain the comprehensive improvement of civic scientific quality. This paper takes Beijing，Shanghai，Tianjin and Guangdong as samples，and comprehensively value regional science popularization ability on the basis of evaluating index. Through analyzing the present situation of Beijing's Science Popularization development，we want to find out the existing problems，propose policy suggestions. We expect these can be a useful reference for further promoting Beijing's Popular Science ability construction，and promoting the whole nation's scientific quality.
