There are two inherent requirements to strengthen the national comprehensive strength and international competitiveness for citizen's scientific quality improvement and Innovation Cultural construction. Perfecting the laws and regulations and policy system in Science Popularization is an effective way to achieve the two requirements. By researching the relevant policies and regulations，we can find that China has formed a law policy system in science popularization，based on Constitution Protection，centered on Act of Science Popularization，and supported by the local policy in science popularization. In the construction of improving citizens' scientific quality and innovative culture，the system of laws，regulations and policy in Science Popularization can not only provide a harmonious and stable operation mechanism and social environment for the citizens to enhance the scientific quality，but also can provide an effective incentive structure and dynamic mechanism to creating structure，and create an environment of innovative culture and the soil for the ultimate goal of innovation and cultural construction. However，there are some problems in the implementation of Act of Science Popularization and related regulations，such as “Act of Science Popularization” is lacking of operability，the development strategy of emergency science Popularization industry is blank，and the supporting of Science Popularization research and development and innovation patent of technology protection needs to be established. To resolve these problems，relevant suggestions were put forward for the improvement of laws，regulations and policy in science popularization.
