本报告基于2016年科技部、中央宣传部正式发布的《中国公民科学素质基准》和公民科学素质测评题库(试行),通过对题库进行抽取,组成了2017年公民科学素质调查问卷,并组织北京、黑龙江、甘肃和广州四地相关力量,在当地开展问卷调查。四地采用统一的调查问卷和科学的抽样方法,委托政府统计部门对当地18~69岁的公民(不含现役军人、智力障碍者)进行了调查测试。共采集8593个有效样本,通过对调查测试结果分析,达标率分别是北京市31。35%,黑龙江省19。07%,甘肃省15。99%,广州市26。73%。本报告对样本进行多维度分析,对推动科普事业发展、全面提升公民科学素质的机制建设进行了理论研究和实践探索。
<<To investigate the civic scientific literacy,a questionnaire was designed in accordance with the Benchmarks for China's civic scientific literacy(Trial)and sent to the citizens in four cities and provinces,including Beijing,Guangzhou,Heilongjiang and Gansu. 8,593 samples were collected by the local statistics authorities. The rates of civic scientific literacy are Beijing:31.35%,Guangzhou:26.73%,Heilongjiang:19.07% and Gansu:15.99%. This paper,by analyzing the collected samples,perfected the evaluating index system for China's civic scientific literacy and verified the feasibility of the Benchmarks. The paper also studied both the theories and practices for improving civic scientific literacy through dissemination of scientific knowledge.
