Considering the survey results over the years，this report analyzes in depth the practice of Dalian，Jinan，and Lhasa as the typical city. Intensive study and experience summary are made in several aspects，such as Public Transportation，Public Security，Basic Education，Social Security and Employment，Basic Healthcare and Public Health，Urban Environment，and Culture and Sports，to provide examples and reference for the development of basic public services for other cities.
