    中国水产品质量安全状况与治理路径

    摘要

    水产品质量安全是我国食品安全的重要组成部分,对保障居民食品消费安全具有重要作用。近年来,我国水产品总产量屡创新高,水产加工、流通、仓储运输快速发展,水产品进口贸易持续增长,极大地满足了公众的水产品消费需求,有效保障了我国水产品的数量安全。然而,水产品的质量安全形势不容乐观,抽检合格率不仅低于农产品和食品的总体抽检合格率,而且低于主要农产品和食品种类的抽检合格率,水产品也成为不合格批次最多的出口食品种类。与此同时,水产品还存在质量安全事件数量不断增长、人源性质量安全风险占主导、质量安全谣言频发等突出问题。进一步分析,水体环境污染严重、水产品行业结构不尽合理、公众的水产品安全消费知识匮乏、经营主体分散化、监管职能交叉是引发水产品质量安全风险的主要原因。对此,本文提出了水产品质量安全风险的治理路径。

    Abstract

    Quality safety of aquatic products is an important part of China's food safety,which plays an important role in ensuring the safety of people's food consumption.In recent years,China's total output of aquatic products has hit record highs for many times,the processing,circulation,storage and transportation of aquatic products develop rapidly and the import trade of aquatic products continues to grow,which greatly meet the public consumption demand for aquatic products and effectively protect the quantity safety of aquatic products in China.However,the quality safety of aquatic products is not optimistic,for the qualification rate in spot check is not only lower than the overall qualification rate in spot check of agricultural products and foods,but is also lower than that of main agricultural products and food types,and the aquatic products have become the exported food type with largest unqualified batches.At the same time,aquatic products also face prominent issues such as the ever-increasing number of quality safety events,the dominance of human-derived quality safety risks,and frequent rumors of quality safety.In further analysis,pollution of water environment is serious,the structure of the aquatic product industry is unreasonable,the public lacks knowledge of the safe consumption of aquatic products,the business entities are decentralized,and the regulatory functions are crossed,which are the main causes of aquatic product quality and safety risks.Therefore,the governance path of aquatic products' quality safety risk is put forward in this paper.
