我国猪肉可追溯体系建设多年,未能实现有效溯源,制约了可追溯体系的质量安全保障作用。本文基于对北京市183个养猪场户、4家生猪屠宰加工企业、197位猪肉销售商的实地调查,以产业链为视角,实证分析猪肉可追溯体系溯源实现难的原因及对策。研究发现,猪肉可追溯体系溯源的实现仍存在较大难度,生猪产业链各环节都存在难点,生猪养殖环节的耳标佩戴、档案建立和生猪检疫合格证获取,生猪屠宰加工环节的入场验收、录入系统和胴体标识,猪肉销售环节的猪肉检疫合格证索取和购物小票提供,是溯源实现的关键节点。根据猪肉可追溯体系溯源实现难的原因,本文提出政府应强化和完善猪肉可追溯体系顶层制度设计,鼓励生猪规模化和标准化养殖,鼓励部分猪肉生产经营者积极探索适合企业自身的猪肉溯源管理模式,建立健全不同销售业态溯源管理方面的制度体系,加大对可追溯体系的宣传力度,明确政府监管职能等对策建议。
<<Pork traceability system in China has been built for many years,failed to achieve an effective traceability,restricting the traceability system of quality and safety.Based on field survey of 183 pig farms,4 pig slaughtering enterprises and 197 pork sellers,this paper empirically analyzes causes and countermeasures of difficulties to achieve traceability of pork traceability system from the perspective of industry chain.The results indicate as follows:traceability system traceability system is still difficult to achieve,every link on the pig industry chain exists difficulty,and the construction of pig breeding areas of the ear tags and archives,pig slaughter and quarantine inspection,entry system,the identification of pork,pork sales link to purchase a small ticket,are the keys to the realization of the traceability.For the cause of difficulties to achieve traceability of pork traceability system on each link of the pig industry chain,the government should encourage the scale and standardization of pig breeding,encourage some pork production operators to actively explore suitable for the enterprise's own pork traceability management model,establish and improve the system of different types of sales management,increase publicity efforts on traceability system,and so on.
