以“三聚氰胺奶粉事件”为代表的食品安全丑闻打击了我国消费者对乳制品的信心。近年来,有机认证和可追溯体系建设成为增强公众消费信心的重要政策工具。本文采用选择实验方法,基于我国山东省938个被调查者样本,引入混合Logit模型和潜类别选择模型估计了消费者对具备有机标签、可追溯性信息、产地信息和价格4种属性的婴幼儿配方奶粉的支付意愿。结果表明,消费者对加贴美国有机标签的婴幼儿配方奶粉的支付意愿最高,其次是新西兰有机标签和中国有机标签;就不同层次的可追溯性而言,大多数受访者更倾向于养殖信息;关于产地属性,消费者更倾向于选择美国和新西兰生产的婴幼儿配方奶粉。本文将消费者分为4种类型:价格敏感型消费者对加贴有机标签和可追溯信息的婴幼儿配方奶粉的支付意愿显著低于其他类型的消费者群体;与其他消费者群体相比,认证偏好型消费者对加贴有机标签的婴幼儿配方奶粉的支付意愿明显更高;担忧型消费者对所有食品安全信息属性均具有更高的支付意愿;产地偏好型消费者对在美国和新西兰生产的婴幼儿配方奶粉具有较高的支付意愿,对加贴有机认证标签的婴幼儿配方奶粉的支付意愿相对较低。本文的结论不仅有助于婴幼儿配方奶粉市场的决策者制定管理战略,也为世界各国的有机认证机构和乳制品企业提供了决策参考。
<<Food safety scandals,particularly the melamine milk powder incident undermined Chinese consumers' confidence in dairy products and were the primary cause of consumer panicking and purchase of IMF from outside China.In recent years,organic certification and traceability system has become an important policy tool to enhance consumer confidence for IMF.Using 938 samples of respondents in Shandong Province of China,This study conducted a choice experiment survey targeting on IMF.Four product attributes are considered including organic label,traceability information,country of origin,and price.Estimation using mixed logit and latent class choice model reveals that,consumers have the highest Willingness to Pay(WTP)for an organic label from the US,followed by those from New Zealand and China.In terms of WTP for different levels of traceability information,grazing information was preferred by most of the respondents.With regard to the country of origin attribute,consumers prefer IMF produced in US and in New Zealand over China.Consumers could be divided into four types.The WTP of price sensitive consumers for organic and traceability labels were significantly lower than that of the other types.Compared with other consumer groups,the WTP of Certification preference consumers for organic label was significantly higher.Worried Consumers had higher WTP for all food safety informational attributes.Origin preference consumers displayed the higher WTP for IMF produced in the United States and New Zealand,while their WTP for organic certification labels was relatively low.The conclusions of this paper should not only aid Chinese policy makers in developing its IMF market management strategies but also provide references for organic certification bodies and dairy enterprises from around the world for their business decision-making.
