During the process of implementing the policy of “Two Priorities” for the children of rural migrant workers in cities,different units executed this policy with bias toward their respective interest. Using “The Study on the Promotion of Compulsory Education Coming with Migrant Rural Labors”,a program co-initiated by the World Bank and the Ministry of Education in 2007,as an example,this thesis analyzed the schooling of the children of migrant rural workers from school enrollment,process of study,and social integration,and put forward existing problems,related solutions and suggestions.
