In 2007，the policy of enrolling charge-free normal students was resumed in six normal universities directly under the Ministry of Education. It was widely responded in whole society. This policy will help to improve the quality of teachers-to-be. But it is only the fist step. An overall improvement of the quality of teachers in China calls for further extending and perfecting this policy which includes：increasing wages for teachers，improving the system of recruiting teachers，accelerating democratic management of schools，creating on-the-job learning community for teachers，as well as the mechanism for teachers to flow and to resign.
