Under the guidance of the theory of scientific concept of development and building a harmonious society，some local governments began educational administrative reform and system innovation，which includes strengthening social management and public service functions of the government，building a service-oriented government，changing the education governance，establishing new relationship between government and school，reforming The Teachers System，promoting educational equity，and so on.In this paper，the writer reviews the education administrative reforms and system innovation cases in 2007，and made an outlook for the future development of education administrative reform by the local governments.
