In 2007,the state formulated a set of policies to supervise over privately-run universities and colleges,in which the policy on the transfer of school capital caused a lot of debates. With the adjustment of public financial policy,teachers and students in the privately-run schools began to benefit from it. “Equal Treatment” stipulated in the law is implemented to certain extent. However,it is necessary to deal with seven restrictive factors in the laws and policies for healthy development of privately-run education.
