推进“管办评分离”是深化高等教育体制改革、提高人才培养质量的重要途径和手段。文章选取伯顿·克拉克的三角协调谱系为分析框架,从我国的政治权力、学术权威与市场三个维度对“管办评分离”中的各自诉求展开论述,随后在系统理论视角下分析了影响高等教育“管办评分离”的内外部要素,并在此基础上提出我国高等教育系统“管办评分离”的主要思路是行政权力的分权、学术权力的强化以及市场影响的有效发挥,并据此提出了相关建议。
<<To further promote the separation of government authorities,management and assessment is an important approach to facilitate reform and improve quality of higher education. This article which is based on Burton Clark’s analytical framework of triangle coordinated mode of higher education analyzes the internal and external factors of the separation of government authorities,management and assessment. Then it demonstrates according to the characteristics of higher education,the reasons behind the separation from the following dimensions:political power,bureaucratic hierarchy,academic authority and market force. Based on the demonstration,the article points out the basic mentality for the separation,which is the decentralization of administrative power,the reinforcement of academic authority and the exploitation of market force. At last,the article puts forward suggestions for the reform.
