In recent years，Dongguan has made remarkable progress and breakthrough in scientific and technological innovation according to the strategic decision of “Implementing Innovation-driven Development Strategy in the Front Rank”. But the overall R ＆ D investment is low，innovative financing environment to be optimized，the relative lack of innovative talent，technology services industry lagging behind and other issues are still prominent. It is proposed to speed up the creation of national independent innovation demonstration area，to promote the new R＆D institutions with high quality and increment，to speed up the establishment of a sound assessment index system and optimize the arrangements for science and technology funds. Massive measures were taken by the coordinated sectors to improve the R＆D levels in Dongguan.
