Dongguan's industrial economic development has a solid foundation and cluster advantages，innovation-driven development and transformation and upgrading also have achieved positive results. However，tight bottlenecks in resource constraints，core competitiveness to be enhanced and other issues still existed. Relying on the traditional elements and incremental space to stimulate economic development is unsustainable. Therefore，Dongguan must launch the key enterprises scale and benefit multification plan （Hereinafter referred to as the “Multiplication Plan”），and explore a new road of connotative and intensive development to promote better growth based on a higher starting point.
