Overseas Chinese were the earliest pioneers and important builders of the maritime Silk Road，and they display unique potential and advantages in the construction of 21st Century maritime Silk Road. As a matter of fact，it is necessary to strengthen the top-level design，form the development pattern and working system，and break through the obstacles in the relation between China and Southeast Asian countries，so as to transform their potential into reality.
