本报告梳理了恒大集团帮扶大方县的主要做法,在此基础上探讨恒大与政府合作的机制及对贫困户的帮扶机制,并评估恒大对大方县整县扶贫的效果。结果表明,恒大帮扶大方县在扶贫领域创新性地实现了政府与企业的合作,其扶贫效率远远好于目前以政府为主体的扶贫模式,实现了贫困户、合作企业、大方县以及恒大自身的多赢,为稳定脱贫和可持续发展做出了科学的机制设计和长远的制度安排。根据对恒大整县帮扶的效果、机制以及创新性分析,本报告认为恒大模式是可以复制和推广的。
<<This report combs the main practices of Hengda Group helping Dafang County as a Whole to exit from the list of Poverty County. On this basis,the cooperation mechanism between Hengda Group and the County government and the benefiting mechanism for the poor households are discussed. Then we evaluate the poverty alleviation effect of this case example. Result show that in the case of Hengda Group helping Dafang County as a Whole,the cooperation between the government and the enterprise in poverty alleviation has been truly realized,and the poverty alleviation efficiency in this case is far better than that in the prevailing government-dominant patterns. This pattern is beneficial to the poor households,the cooperating enterprises,the Dafang County and also the Hengda Group itself. In the case,scientific mechanism design and long-term institutional arrangement have been made in the cooperation between the government and the enterprise so as to achievestable poverty reduction and sustainable development. It is concluded that the pattern of Hengda Group helping Dafang County as a Whole can be replicated and popularized.
