本报告建立了一个简要的教育与福祉及贫困关系的分析框架,在此基础上,概括了截至2017年上半年中央和地方层面教育扶贫体制机制建设情况,分六个方面介绍教育扶贫政策措施落实推进情况,并选取海南省和贵州省作为案例,介绍其在教育扶贫领域的典型做法。报告指出教育扶贫总体上成效明显,形成教育资助、基础教育、职业教育“三驾马车”,但是中职教育的规模和质量以及贫困农民教育培训仍是短板。针对2020年教育脱贫攻坚目标,报告提出了确立教育资助的合理标准和持续性机制、推进县域十五年教育基本均衡、缩小高中阶段“职普”不平衡程度、在农民教育框架下推进贫困农民培训以及实施结果导向的教育扶贫效果评价监测的建议。
<<Based on a brief analytical framework on relationship between education,well-being and poverty,the report summarizes the establishment of systems and institutions,policies and measures taken for poverty alleviation by developing education,and the progress of the various policy measures across the country in six aspects. Obvious effects have been seen,and the educational funding,development of basic and secondary vocational education could be viewed as Troika of poverty alleviation in the field of education,but the scale and quality of vocational education,and training for the poor adults are the weakness. Five countermeasures are proposed to advance poverty alleviation by educational development in the rest years by 2020.
