The national social organizations evaluation has lasted for 10 years since 2007，in which year “Guiding Opinions on Promoting Non-Governmental Organizations Evaluation from Ministry of Civil Affairs” and “Implementation Measures on National Non-Governmental Organizations” were issued. The normative，scientific，authoritative，orderly and universality of evaluation are significantly improved. Especially since 2015，in which year “Guiding Opinions on Exploring and Establishing the Third-Party Evaluating Mechanism for Social Organizations” was issued by Ministry of Civil Affairs，the evaluation used an effective method for cooperation between government and social organizations. The evaluation has fully opened up a new era. First，the authoritative and orderly on evaluation are ensured by the leading of National Social Organizations Authority and Social Organizations Service Center in Ministry of Civil Affairs. Second，the normative and scientific on evaluation are promoted by the evaluation of third-party evaluating agencies which are public bidding and the participation of multi-field evaluating experts. On this basis，the correlation between evaluating results and organizational capabilities has been popularized in all sectors of society. At present，the main highlights of evaluation are the maturing method of third-party evaluation，the scientific and rational distribution of evaluating level，and differentiated evaluating level which can meet the social need of cognition and choice. But there are still some key issues such as unbalanced participating social organizations，and incomplete matching degree between evaluating results and government procurement of services. It is necessary to continue to summarize the evaluating experience，increase social mobilization，strengthen the standardization building of social organizations，and optimize the third-party evaluating system of cooperation between government and social organizations.
