The U.S community culture development support system contains governments，foundations，enterprises，and othernon-profit community development financial institutions.These agencies are supporting the community culture development，influencing，interacting and depending on each other.Community foundation as well as non-profit community development financial institution plays the key role in financing community culture development. This article analyzes the U.S community culture development finance system，proposes that the Chinese government should reducing its hierarchy，having more departments to participate in community culture development，and devoting major efforts to develop community foundations and community financial institutions. By using these efforts as a catalyst，it will help to realize China's modern national governance.
