2014年以来,莒南县供销合作社综合改革试点取得了一系列显著的成效。截至2017年5月,莒南县供销合作社已组建镇级农民合作社联合社12个,县级农民合作社联合社1个;但联合社采取的基本都是认缴入股的方式,尚未做到实际出资,而且供销合作社与联合社在机构运行方面实行“两社合一、合署办公”的模式。此外,莒南县供销合作社在全县建设了12处镇级为农服务中心;同时在全县242个农村社区组织实施“村社共建”项目456个,在山东全省率先实现了全覆盖。通过改革,莒南县供销合作社目前已经形成了以丰禾农业服务公司为龙头,以镇街农民合作社联合社为骨干,以为农服务中心为平台,以农民合作社、农产品基地和企业等农业经营主体为服务对象的农业社会化服务体系。
<<Since the comprehensive reform of Junan Supply and Marketing Cooperatives(Junan SMC) in 2014,it has gained a series of obvious effects.Up to May of 2017,Junan SMC has established 12 Farmers' Cooperatives Associations (FCAs)at the township level,1 Farmers' Cooperative Association at the county level; However,all the shareholders from the FCAs did not have actual investment basically,and the FCAs are co-located with SMC.Additionally,Junan SMC established 12 agricultural service centers at the township level,and in the meanwhile implemented 456 Cunshegongjian projects in 242 rural communities,achieving full coverage on the county level of Shandong Province in advance.Through reform,Junan SMC has formed its agricultural socialized service system,which regards Fenghe agricultural service company as leader,FCAs on the township level as backbones,agricultural service centers as platforms,and farmers' cooperatives,agricultural products bases and enterprises as service objects.
