From the current political information extending to entertainment gossip information，from a small number of “opinion leaders” to the vast number of ordinary Internet users，the Internet governance has been strengthened significantly. The Internet as “self-media” is facing a point from prosperity to decline. At present，the middle-income group has become the main force of forming network public opinion. The fever of discussion about extreme cases has been reducing. However，the public are now conditioned to draw support from some small hot-spot issues in daily life，to the expression collective opinion and anxiety of deep social problems like stratum solidification. It is the topic left by 2017 to find a balanced point between the regulation of network chaos and the protection of network expression.
