With the continuous improvement and development of the three-dimensional public security and social control system，the general situation of social security in China has maintained a good state. In 2017，the number of terrorist cases in china remained at a low level，but the potential risks of terrorist attacks were still serious；and the personal safety situation continues to be in good trend. However，the property security appears to have a new feature of “decreasing the number of cases and increasing the sum of property crimes”；and smuggling crimes also showed a rising trend year after year. With the constant improvement of social security prevention and control system and the diversified dispute resolution mechanism，the public security cases and civil disputes have obviously been affected，presenting a “double inverted u-shaped”. Stakeholders economic crimes，virtual currency crimes，MLM crimes and the hidden dangers of communities in the latter unit community have become the four “new dilemmas” for public security prevention and control in the new period. To promote the healthy and orderly operation of social security，the government should take measures to fight against Stakeholder Economic Crime，strictly control the virtual currency investment management，prevent and control the MLM crime and improve the safety precaution capability of the latter unit community.
