This article is to introduce a nonprofit organization-Shining Stone Community Action (hereinafter refers to "SSCA"). SSCA was founded to develop capacity building of participatory governance in urban communities. By practice, SSCA promotes the government to change their community service delivery approaches, working approaches and their perspectives. By pilot projects and trainings, residents' capacities and awareness of community participation is improved greatly. During the practice, the government, community and social force can be gathered and work together by combing different strength of these three parties, which promote the development of community democracy. After many years practice and exploration, SSCA has established the participatory community governance model which can be copied in other areas. <<
