This paper describes the governance system of Ningbo City,the formation of professional community workers to clarify the trinity system of community governance structure,discussed the needs of communities located in the complex mechanism of public services,made in Ningbo City,the basic characteristics of community-based governance model Demand,supply and demand maximum docking,multi-system involvement and low cost. Its significance is that community development can solve the problem of the dynamic mechanism,the activation of urban space for the development of grassroots democracy. <<
