Jiuzhi Town, which is located in Hejiang County, Sichuan Province, boasts unique and advantageous geographical location, and has always served as an important town featuring border trade. Over the past nine years, Jiuzhi Town has vigorously developed the border trade and tourism based on its practical conditions and by making full use of its advantageous resources. Through planning and guidance, and concentration, coordination and promotion of local resources, it has stepped up its construction of the new-type urbanization. It strived to create new mechanism which featured openness and cooperation, and positivelycreated the Sichuan-Guizhou Cooperation Demonstration. Its comprehensive strength steadily enhanced and its geographical advantages became furtherevident, thus forming the service industry which mainly consisted of commerce, trade and tourism, featured agriculture and education and medical care. It has outstanding advantages in the functions of absorbing population, promoting employment and the economic and social development of the neighboring areas. Meanwhile, it was also faced with such problems and difficulties as the restricted development due to the inter-provincial policy differences, the high resistance for the regional cooperation, the lack of capital for cultivating projects at the small town, the low level of the openness of the border trade, the lack of comprehensive service capability, the deficiency in the creation of a good atmosphere for the border trade, tourism and culture, and the lack of professionals for border trade and tourism. Hence, the research group pointed out that Jiuzhi Town should achieve “Five Strengthens” in building itself into a bigger and stronger border trade and tourism characteristic small town：strengthen the industrial support and adhere to the development-first concept；strengthen the guarantee of expenditure and ensure the funds for projects；strengthen the open and cooperation policy and eliminate the resistance in the cooperation；strengthen the service systems and enhance the service capability；strengthen the guarantee for talents and create excellent culture atmosphere.
